PC Finance 2021-22



Regulations provide the option for smaller authorities with income and expenditure both less than £25,000 to consider if they meet the requirements to complete a Certificate of Exemption. This exempts such authorities from the Audit Review previously required and carried out by nationally appointed auditors and which was at no cost to very small authorities. The regulations requires such small authorities to either exempt themselves or bear the cost of an Audit Review. 

ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2022
The period for Exercise of Public Rights was Monday 27 June  - Friday  5 August

The Notice:

  • provides a summary of public rights on page 2 and 3 of the notice;
  • explains that the Annual Governance and Accountability Return will not be reviewed by the nationally appointed Local  Auditor since as a Smaller Authority the Parish Council was able to complete a Certificate of Exemption;
  • describes how any person interested may examine the Parish Council's Annual Governance and Accountability Return (AGAR) and has the right to inspect the accounting records for 2021-22. The notice provides the detail of this process; AND
  • confirms the arrangements for any Local Elector to question the appointed Auditor about the accounting record ~this has to be done during the period for the exercise of such rights - i.e between  27 June  and 5 August 2022

The above Accounting Statements include summary data from the Parish Council's Accounts and compares the figures for the current year 2021-22 with the previous year 2020-21. Where the variance between the summary  figures for each year is greater than 15% then an explanation for the variance is required.   For a copy of the analysis of variance    CLICK HERE
